The NY 5-Hour Pre-Licensing Course in Staten Island: Everything You Need to Know

By Staten Driving School · Published · 4 min read

If you are learning to drive in New York, there is one class you cannot skip: the 5-hour pre-licensing course. The DMV will not let you schedule a road test until it has a record of your completion certificate. This guide explains who needs the course, what you will learn, how the certificate works, and how to fit it into your path to a license in Staten Island.

Who needs the 5-hour course?

Almost every first-time driver in New York State needs it, whatever their age. That includes:

The main exception is a student who completed an approved high school or college driver education course and received the MV-285 certificate. That certificate replaces the 5-hour course for road test purposes.

If you are not sure which group you are in, call us at (718) 799-1350 and we will tell you what you need.

When should you take it?

You need a valid learner permit before you can take the course, so the order is:

  1. Pass the written permit test and get your learner permit.
  2. Take the 5-hour pre-licensing course and receive your MV-278 certificate.
  3. Practice driving, with lessons and supervised hours.
  4. Schedule and take your road test.

Many students take the course in their first weeks with a permit. The MV-278 is valid for one year from the date it is issued, so do not take the course too early if you plan to practice for a long time before your road test. If the certificate expires before you pass the road test, you will need to take the course again.

What the course covers

The 5-hour course is classroom learning, not driving. It focuses on the thinking side of driving: how to see risks early and make good decisions. The New York State curriculum covers topics such as:

At Staten Driving School we also connect each topic to local situations: buses pulling out on Victory Boulevard, merging onto the Staten Island Expressway, and busy intersections around the Staten Island Mall.

Online or in person?

New York allows approved driving schools to deliver the 5-hour course online with a live instructor. Our course is currently offered virtually: after you book, we send you the link for your class. You will need your learner permit and a photo ready for registration, and you must stay present and on camera for the whole session to receive credit.

Online classes save travel time, which is why most of our students choose them. Make sure you have a quiet room, a stable internet connection and a device with a working camera.

The MV-278 certificate explained

When you finish the course, the school issues your MV-278 pre-licensing course completion certificate and reports it to the DMV. Keep the certificate safe and bring it to your road test along with your permit.

How much does the course cost?

At Staten Driving School the full 5-hour pre-licensing course is $50, and a duplicate certificate is $25. You can find all our prices on the schedule of fees page, and course details on the 5-hour course page.

After the course: getting road-test ready

The 5-hour course teaches judgment, but it does not teach car control. Most students still need behind-the-wheel lessons before they are ready for the road test, especially for parallel parking, three-point turns and busy intersections. Our road test guide for Staten Island explains what examiners score and how to prepare in the last two weeks.

If you want to keep things simple, our lesson packages combine driving lessons with your road test appointment and the car for the test.
